MIPA Logic
MAXIMUS IP Authority (MIPA) is the institutional IP governance backbone. All knowledge capital is registered, classified and protected through MIPA.
MIPA governs intake, classification, chain-of-title, disclosure controls and protection instruments for all institutional IP — including architecture, frameworks, methodologies, evidence systems and programme logic.
Chain-of-Title
Unbroken ownership documentation from creation to present. Every transfer, contribution or derivation is tracked.
Chain-of-title records document who created what, when, under what mandate, with what contribution scope and what protections apply. No ownership ambiguity.
IP Status Categories
12 IP status categories govern visibility, access and disclosure for all registered institutional knowledge assets.
Categories range from fully public to MIPA-protected internal. Each asset is classified on registration and reclassified only through documented MIPA review.
Protection Instruments
Structured protection stack: MIPA registration, controlled disclosure, chain-of-title governance, access matrix, no-training/no-modelling clause.
No single protection instrument is sufficient alone. MAXIMUS deploys a layered protection stack covering every vector: access, disclosure, reproduction, derivative use and AI training.
Controlled Disclosure
Access by logic. Not all institutional material is public. Disclosure is controlled, recorded and classified.
Disclosure levels: Public, Internal, Confidential, Restricted, Highly Restricted, Legal Hold, MIPA Protected. Every disclosure is logged, purposeful and revocable.
Access Matrix
Visibility segmentation by role, purpose and classification. Access is not binary — it is structured.
Access is granted by role (Public Visitor, Member, Contributor, Advisor, Partner, Officer), purpose (review, cooperation, research, legal) and classification level. Every access event is logged.
No Training / No Modelling
No content may be used to train, model, replicate or derive any AI system or competing architecture without prior written authorisation.
This applies to: architecture, frameworks, methodologies, documents, datasets, submissions, evidence, programme logic and controlled disclosure materials. The protection is explicit, documented and enforceable.
Knowledge Capital
The MAXIMUS architecture, frameworks and methodologies are treated as protected strategic knowledge capital — not free-to-copy resources.
Knowledge capital includes: institutional architecture (Architecture 12.0), all 32 frameworks, all 58 authority mandates, all programme logic, evidence methodologies and routing systems. All MIPA-registered.
