MAXIMUS INSTITUTIONAL ECOSYSTEM
MAXIMUS is designed to make credible cooperation easier without treating every record, method, proposal or intellectual asset as public. Access is assessed by purpose, authority, rights and risk.
THE PRINCIPLE
Legal identity, public purpose, status language and material public claims should be clear and verifiable. Confidential information, third-party rights, personal data, security-sensitive detail and unreleased intellectual property require a narrower route.
WEBSITE RELEASE CATEGORIES
These four categories explain website and external-release handling; they are not presented as the complete internal Master classification. Internal register classes require a controlled crosswalk before publication. The same document may require redaction or a different route when it contains personal data, third-party material or commercially sensitive annexes.
| Level | Category | Access | Typical material | Release control |
|---|---|---|---|---|
| 01 | Public | Open | Approved website material, public notices, published reports and expressly released programme summaries. | Publication approval, source check, date, version and correction route. |
| 02 | Controlled external | Purpose-limited | Partner briefs, selected architecture extracts, non-public methodologies, proposal annexes and diligence material. | Identified recipient, stated purpose, minimum necessary release and, where appropriate, confidentiality terms. |
| 03 | Confidential | Need-to-know | Commercial structures, personal data, negotiation positions, detailed budgets, supplier terms and sensitive programme records. | Authorised release, appropriate agreement, access limitation and secure transfer route. |
| 04 | Strictly limited | Exceptional | Privileged advice, security-sensitive material, protected identities, high-risk data and unreleased IP source material. | Legal or responsible-owner approval; disclosure may be refused, redacted or routed through counsel. |
REQUEST WORKFLOW
No step promises that information will be released. It creates a disciplined basis for deciding.
Confirm the requester, organisation, role and reliable contact details.
Record what information is requested, why it is needed and the intended recipients or use.
Determine the information level, rights position, personal-data impact and security sensitivity.
Confirm who owns the decision and whether third-party consent, legal review or an NDA is required.
Provide only the approved scope, using a dated version, watermark or limitations where proportionate.
Where appropriate, retain a record of the request, decision and material actually released.
REQUEST CONTENT
Full name, organisation, role, work email and the person on whose behalf you are acting.
Document, programme, date or subject; the specific questions; and the minimum information that will meet the purpose.
Diligence, partnership review, research or another legitimate purpose, including intended onward disclosure and deadline.
Please do not email passports, government identifiers, medical records, bank data, confidential source files or large technical archives unless an authorised contact has confirmed the purpose and secure route in writing.
WHAT ACCESS DOES NOT MEAN
Receiving information does not grant a licence, ownership, exclusivity, authority to represent MAXIMUS or permission to publish, adapt or forward the material. Any such right must be stated in the release or a separate written instrument.
A request, courier delivery, discussion or acknowledgement does not establish acceptance, appointment, partnership, funding, endorsement or mandate. Delivery evidence confirms delivery only.
The Organisation may refuse, delay, narrow or redact a request to protect legal obligations, rights, safety, confidentiality, proportionality or third-party interests.
WRITTEN CHANNEL
Use a clear subject line and include the identity, scope and purpose information above. Receipt does not guarantee release or a particular response time.
